About Us

Mr. Zoran Golubovich
Founder and President of the U-S Business Development (USBD).

Mr. Golubovich has over 20 years of IT experience in telecommunications, pharmaceuticals, and manufacturing automation industry sectors. He has worked for major United States corporations, including AT&T, Motorola, and Abbott Labs, and was Founder and President of Information Technology Resources, Inc. . He specialized in business process modeling, enterprise architecture, IT technology strategy and project management for large scale projects. Mr. Golubovich is one of the Serbian Diaspora leaders in the United States. His past activities and responsibilities include a lead role in numerous events, including: official representative of the Republic of Serbia at the Business Opportunities in Southeast Europe Conference, Chicago (April 2010), Chairman at the Chicago ExpoTeams and Doing Business in Serbia (November, 2009), Chairman at the U.S. - Serbia IT Summit in Chicago (December, 2008), and the principal organizer of the Serbian Business Conference and Trade Show, Chicago (October, 2006). He is the current President of the Serbian-American Chamber of Commerce, and the former Vice President of the Serbian Unity Congress. Mr. Golubovich holds a Master of Computer Science degree from DePaul University in Chicago, and a Bachelor of Science degree in Electrical Engineering from the University of Belgrade.

 

Mr. Dusko Culafic; CPA, MBA, Chief Financial Officer

Mr Culafic has over twenty-five years experience in management, finance and accounting, investment advisory and securities brokerage, including positions as Director, Secretary and VP/Treasurer/Chief Financial Officer. Mr. Culafic oversaw the completion of several construction projects totaling over $40 million and the valuation and reorganization of investment advisory and securities brokerage corporate entities. He supervised tax compliance and strategy implementation for corporate entities, partnerships, and several trusts. He coordinated estate planning and the implementation of a proposed employee equity ownership plan. Mr. Culafic supervised domestic and international securities trading operations, and participated in strategic planning, ethics, pricing and valuation, and operations committees. He played a key role in the assessment, selection and negotiation of securities clearing, global securities custody, benefit plan administration, mutual fund accounting administration and hedge fund accounting administration services. Former employers include: Driehaus Capital Management, Inc., Driehaus Enterprise Management, Inc., and Arthur Andersen & Co.. Mr. Culafic has a Master of Business Administration degree in Finance from DePaul University, Chicago, Illinois, and a Bachelor of Science degree in Accounting from the University of Illinois at Chicago, Chicago, Illinois. He is also a Certified Public Accountant in the State of Illinois.

 

Mr. Steven Halls PhD, Director of Technology

Dr. Steve Halls is an Engineer/Biologist by training and has been an Environmental and Sustainability Consultant for the past 25 years. The impressive list of his work responsibilities and accomplishments include: Director of Murdoch Environment at Murdoch University (renewable energy technologies, resource recovery, industrial and environmental biotechnology, bioremediation of contaminated soils and wastewaters); Director of the United Nations Environment Program (UNEP) International Environmental Technology Center (IETC); a Program Leader for the European Commission (EC) Environmental Program relating to Central and East European Countries (PHARE Program), and he was actively involved in developing the EC "Eco-Management and Audit Scheme" Regulation. In addition, Dr. Halls has worked with the Global Reporting Initiative, the UNEP Financial Institutions Initiative, the EBRD, Development Bank of Japan, Asian Development Bank and World Bank on technology development, science and innovation. Recently, he was an external advisor to the EC RTD Directorate on the development of the European Environmental Technology Action Plan; reviewer of the EU 7th Framework Program; and was a member of the EC Steering Group on Waste Management Policy and Strategy for Europe. He was also a member of the EC team involved in the negotiations associated with the Kyoto Protocol. His areas of expertise include environmental policy analysis and review, risk assessment (including climate change), contaminated land remediation, renewable energy policy and technology, industrial ecology, eco-innovation and eco-efficiency, technology assessment and sustainable construction. Mr. Halls obtained his PhD from the University of London.

 

Mr. David Vuich, Director of Business Development

Mr Vuich has over thirty years experience in the defense, aerospace, security, and transportation-related industries. He has held key executive positions with several leading U.S. and international firms, advising clients and top-level government officials in both the U.S. Congress and the Executive Branch spanning the Carter through the Bush Administrations. Mr. Vuich, as a professional staff member of the House Military Construction Sub-Committee was tasked with the responsibility of conducting the necessary research and analysis as input to the Military Environmental Restoration Legislation with emphasis on policy/procedure, technology and methodologies to provide guidelines on the issues of hazardous, toxic, and volatile waste at military facilities and installations. This legislation was intended to prepare facilities on the Base Re-Alignment and Closures (BRAC) Act for transfer of military facilities to the private sector. As a member of the House Appropriations Subcommittee for Defense and Military Construction, Mr. Vuich acted as the principle advisor to the Committee Chairman, providing funding recommendations for military equipment and services for the Department of Defense. These positions included providing extensive congressional/legislative liaison services and domestic and international trade development expertise by coordinating and facilitating the program objectives of various government agencies, foreign governments, multinational corporations and countless non-governmental organizations. Mr. Vuich received his Bachelor of Science degree in Business Administration from Cerritos College and California State University at Fullerton and has completed his graduate studies at the University of Southern California, receiving a Masters in Business and Industrial Sciences.

 

Professor Milivoje M. Kostic PhD, P.Eng., Chief Scientific Advisor

Milivoje M. Kostic PhD, P.Eng., Professor of Mechanical Engineering at Northern Illinois University, is a notable researcher and scholar in energy fundamentals and applications, including nanotechnology, with emphasis on conservation, environment and sustainability. He graduated with the University of Belgrade’s highest distinction (the highest GPA in ME program history), obtained a PhD at the University of Illinois at Chicago as a Fulbright Scholar, was appointed as a NASA faculty fellow, and Fermi and Argonne National Laboratories faculty researcher. Professor Kostic also worked in industry and has authored a number of patents and professional publications, including invited articles in prestigious energy encyclopedias. He has a number of professional awards and recognitions, is a frequent plenary speaker at international conferences and at different educational and public institutions, as well as a member of several professional societies and scientific advisory boards. Mrs. Suncica Boras, USBD Regional Business Development

Mrs. Suncica Boras is the USBD representative in Belgrade. She is in charge of developing business opportunities in the region, conducting on-the-ground activities, and maintaining direct communications with local clients and business partners in Serbia.

Mrs. Boras has more than 20 years of experience working with foreign companies in former Yugoslavia and Serbia in the areas of foreign trade and investments, setting up new businesses, and providing solutions to foreign investors. She specializes in business communications, client acquisition, and building client relationships. She has previously worked as a Business Development Manager and Director of a prominent trading company, and with other companies providing legal consulting for foreign investment.

Previous legal consultation clients include ERICSSON, HOLCIM, SANDVIK, TETRA PAK,and BONGRAIN. She has also acted as agent for STEYR of Austria, DGF, Germany, and HOLSTEIN UND KAPPERT, Germany.

Mrs. Boras graduated from the University of Belgrade with a degree in the German language and literature and has earned a Green Card License for Foreign Trade from the Belgrade School of Economics.
